A permit to work is a formal control for work that needs extra authorisation, communication and checks before it starts. It should not be treated as a simple form. A good permit system confirms what work is allowed, where it is allowed, what hazards exist, what controls are required, who is responsible and when the work must stop or be reassessed.

Use permits for work that needs formal control

Permits are usually used for higher-risk or non-routine activities such as hot work, confined space entry, isolation, excavation, work on live systems, roof work or work that can affect other operations. The exact permit types depend on the site and industry.

Important: A permit should add control where normal arrangements are not enough.
  • Define which activities require a permit.
  • Do not use permits for everything without reason.
  • Do not skip permits because the job looks quick.

Make the scope clear

The permit should describe the exact task, location, equipment, time period and limits. If the scope changes, the permit may no longer be valid. Workers should not stretch a permit to cover extra jobs or different locations.

Important: A permit for “maintenance work” is too vague for serious risk control.

Check controls before work starts

Important: Stopping under a permit system is a control, not a delay.

  • Report the change to the permit authority or supervisor.

Close the permit properly

Close-out confirms that the work is complete or safely stopped, the area is left safe, equipment is returned as required and any outstanding issues are communicated. Poor close-out can create danger for the next team.

Important: A permit is not finished when the task is finished; it is finished when the area is safe and handed back properly.
  • Remove tools, waste and temporary controls only when safe.
  • Confirm plant/equipment status.
  • Hand over unresolved issues clearly.
